What is the next step for the joint construction of the “Belt and Road”? Xi Jinping points the way
This year marks the fifth anniversary of the Belt and Road Initiative. On August 27, Xi Jinping, General Secretary of the CPC Central Committee, President of the CPC, and Chairman of the Central Military Commission, attended the 5th Anniversary of the Belt and Road Initiative and delivered an important speech at the Great Hall of the People in Beijing. The inherent requirements of the reform of the governance system underscore the sense of a community of shared destiny that can help each other and share rights and responsibilities, and provides new ideas and solutions for the improvement of the global governance system. Xi Jinping's speech pointed out the direction for the next step of building the "Belt and Road".
In September 2013, President Xi Jinping visited Kazakhstan and proposed to jointly build the "Silk Road Economic Belt" at Nazarbayev University. In October of the same year, Xi Jinping proposed to jointly build the "21st Century Maritime Silk Road" in Indonesia. Since then, the "Belt and Road" initiative has stepped into the world's horizons and gradually aroused global resonance.
On July 10, the eighth ministerial meeting of the China-Arab Cooperation Forum opened in Beijing. Xi Jinping attended the opening ceremony and delivered an important speech. He said that Arab countries are natural partners in the joint construction of the “Belt and Road”.
Discuss and build together
For the "Belt and Road" construction, Xi Jinping uses the three "communities" the most: to discuss and build together. These three "communities" have become the basic principles for advancing the construction of the "Belt and Road" and the consensus of the countries along the route.
To discuss together is to discuss things with each other without talking. Xi Jinping has repeatedly emphasized this principle on different occasions. At a large-scale meeting of the BRICS leaders in Xiamen in September last year, Xi Jinping pointed out that the BRICS countries will not engage in any kind of talk, and everyone discusses everything. When speaking at the opening ceremony of the eighth ministerial meeting of the China-Arab Cooperation Forum in July this year, Xi Jinping stressed that we must persist in dialogue and consultation. Many things in the Middle East are intertwined, and everyone has to discuss them. One family cannot do the talking, and one family cannot do the same. The same is true of the “Belt and Road” construction.
Building together means building together. On March 28, 2015, when Xi Jinping attended the opening ceremony of the Boao Forum for Asia and delivered a keynote speech, he emphasized that "the construction of the 'Belt and Road' is not a solo for the Chinese family, but a chorus for the countries along the route". On July 25 this year, Xi Jinping was invited to attend the BRICS Business Forum in Johannesburg, South Africa, and stated: We sincerely hope that the BRICS countries, African countries, emerging markets and developing countries will join the Belt and Road Initiative. The network of partners allows more countries and people to benefit from the joint construction of the “Belt and Road” initiative. The Belt and Road Initiative is an open and inclusive platform. All parties are welcome to join in.
Sharing means that the development results are shared by all parties. Xi Jinping has stated many times that the Belt and Road Initiative originated in China, but the opportunities and achievements belong to the world. In August 2016, at the symposium to promote the construction of the “Belt and Road”, Xi Jinping emphasized that it is necessary to seize the largest common denominator of development, not only for the Chinese people, but also for the peoples of the countries along the route.
Responding to external concerns
Nevertheless, some people in the world still wear colored glasses to view the “Belt and Road” construction, and even deliberately smear and create noise. In response to this, Xi Jinping also responded in his recent speech to dispel doubts and look squarely.

On August 27, when Xi Jinping attended the seminar on the fifth anniversary of the “Belt and Road” construction and delivered an important speech, he emphasized that co-building the “Belt and Road” is an economic cooperation initiative, not a geopolitical or military alliance; it is an open and inclusive process. It is not to close the door to engage in small circles or "Chinese clubs"; it is not to demarcate with ideology or engage in zero-sum games. We welcome all countries as long as they have the will.
On April 11, when Xi Jinping met collectively with current and designees of the Boao Forum for Asia, he pointed out that the “Belt and Road” is not like what some people in the world call a conspiracy in China. It is neither a Marshall plan after World War II, nor is it What a Chinese plot.
On April 10, when Xi Jinping delivered a keynote speech at the opening ceremony of the 2018 Annual Conference of the Boao Forum for Asia, he made it clear that the Belt and Road Initiative originated in China, but the opportunities and achievements belong to the world.
